Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just over a week before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the positions of these political entities, the study indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
